Information request regarding replacement war medals

Hello,

My father is a Vietnam war veteran and was a member of the Octofoil Association back in April of 1969. He has not been well and is coming home for a visit. He unfortunately lost his medals, along with everything else years back, during some hard times and I would like to surprise him by getting him replacement medals. However, every site I have been on says that I need his signature, etc. Is there a way to get these medals? I do have some of the info needed. Not sure if I have all of it.
